NEW: Library board moves forward with renovation, boys apologize for July evacuation

The Kokomo-Howard County Public Library board of trustees continued with its preparations for its main branch renovation project on Tuesday at the main library.

At the beginning of the meeting, the four boys between the ages of 12 and 14 apologized individually to the board for their involvement with the firecracker explosion and the one-and-a-half-hour evacuation of the main library that followed on July 27.

Due to the evacuation, the library suffered $953 in lost wages since the 40 on staff were not working, library director Charles Joray said. Because of the parental involvement, the library decided not to allow the boys be sent to Kinsey Youth Center. Instead, the boys will work off the 131 hours lost during the evacuation. Each boy will work one-fourth of the time, or 33 hours. Joray or Peg Harmon will contact the boys on when they will work.

Kokomo Police Lt. Tom Kelley, who was a detective in the case, was present at the meeting.

"I applaud the consideration of this board," Kelley said. "By thinking outside the box in considering something other than the criminal justice system to deal with this problem."

The library board accepted the base bid of $3,520,000 from CPM Construction, Inc. for the main library and their alternate bids for the east canopy of $22,000, removal of the northwest curbing and landscape of $9,000 and for a new elevator at a cost of $107,000. The total of the base bid and alternates equals $3,658,000.

The board chose not to accept a bid on the outreach building at the South Branch Library. Instead the library chose to focus on the main library project because it is a public facility.

The board also appointed an oversight committee should there be a need for change orders. The committee would have authority for change orders up to $15,000 a month from contingency funds within the contractor's base bid and in the soft costs. Anything above the $15,000 would be brought to the full board. The committee will consist of Joray, board member Gil Hendrickson and an architect from KrM Architecture. In the event of a conflict, the alternates would be Peg Harmon for Joray and Tom Trine for Hendrickson.

The board also approved the lease with Kokomo-Center Township Consolidated School Corp. for Columbian School. The agreement would cost the library $1 per month for 12 months. The library would be responsible for the building's utilities, custodial costs and general maintenance. The library originally requested for Lincoln School but with this agreement, the library would gain one extra room. Board president Susan Luttrell said this agreement is going to save thousands of dollars in taxpayer money.

The board also approved to advertise to spend $2 million from the Library Improvement Reserve Fund, or LIRF, for the building project.

Currently, the LIRF balance after the project would be $603,536.87 and with a possible transfer $145,909.00 it would have $749,445.87. With the current amount in the Rainy Day Fund of $108,366.47, this could bring the total reserve funds to $857,812.34.

In other news

The new bookmobile named "Adventure" has arrived. The bookmobile's exterior will be a world map, Joray said.

The Genealogy & Local History Department will have its open house at its temporary location Saturday from 10 a.m. to 2 p.m. at 4053 S. Webster St. The facility will be officially open for business on Monday and its hours will be 10 a.m. to 5:30 p.m., Joray said.
